Executive Order 37 is an order executed by Mayor Orencio Gabriel regulating that no one can display signs, signboards, and billboards, or similar kind of outdoor advertisement in the municipality such as posters, placards, painting on walls, slides in movies, handbills, and leaflets without permission from the Mayor.
This is a direct violation of the Bill of Rights expressed in the Philippine Constitution, Article III, Section 4 that states
" No law shall be passed abridging the freedom of speech, of expression, or of the press, or the right of the people peaceably to assemble and petition the government for redress of grievances."
